whenNotPermitSkill [<skill names>]: If this option is set, the block will only be used when you have not been granted use of the specified temporary skill.

Example:
doCommand is Level 5 Heal {
	whenNotPermitSkill 1
}

Use item Level 5 Heal when Kore is not permited to use the skill, as it doesn't have.
